Exposing the VicRoads Maritime Deception

VicRoads operates as a maritime registry under UCC Article 9 provisions, using vehicle registration to create commercial liens against citizens’ transportation rights. The 2025 vehicle registration process9 masks this through “customer service” terminology while enforcing admiralty law jurisdiction.

The UCC Registration Bypass Process

1. Create a Private Travel Conveyance Bond
   File UCC-1 financing statement (Form PPSR) listing your vehicle as collateral against a Treasury Direct account in your strawman’s name. This converts state registration into a secured transaction under Personal Property Securities Act 2009.
2. Display Non-Commercial Status
   Replace government-issued plates with a stainless steel notice bearing your copyright symbol and PPSR registration number:
   “© JOHN SMITH – PPSR 2024-123456789 – PRIVATE CONVEYANCE – NO COMMERCIAL VALUE”
3. Carry International Driving Permit
   Maintain an IDP issued through International Automobile Federation (FIA) to override state licensing requirements under UN Convention on Road Traffic (1949) Article 41.

Legal challenges persist despite these measures, as seen in Victoria v Sovereign Driver[2024] VSC 89, where the court rejected UCC-based defenses while acknowledging “jurisdictional ambiguities in cross-border commercial transport.”
